Part L of the Building Regulations now requires photographic evidence during construction to confirm that insulation and energy performance measures have been correctly installed. This helps provide transparency and clarity for assessors, building control, and future homeowners.
For each individual plot, a complete set of geotagged, time- and date-stamped photographs must be provided, covering the following six categories:
Foundations and ground floor – Showing insulation quality and thermal continuity.
Ground floor perimeter edge insulation
Insulation at external door threshold
External walls – For each main wall type.
Ground floor to wall junction
Structural penetrating elements
Roof – For each roof type, showing insulation as installed.
Joist or rafter level
Eaves and gable edges
Openings – Including windows and doors, with clear detailing of insulation.
Window positioning
External doorset positioning
Airtightness – Additional images of key junctions if not already visible.
Ground floor
Structural penetrating elements
Roof
Openings
Building services – Covering heating, hot water, ventilation, and renewable technologies.
Plant identification
Primary pipework
Mechanical ventilation
These images are required for energy assessors (OCDEAs) to complete SAP assessments and for Building Control Bodies to issue final completion certificates.
Photo requirements
As images are required for each dwelling, the images taken must be clearly referenced back to the dwelling in question. This means that each image is required to be geolocated, with date, time and location readily available. It must also be of sufficient quality to allow the details photographed to be easily distinguished and identified. Each image file is required to be named in line with a convention to allow easy identification and assist in the auditing and verification process.
We would recommend using a phone app such as My Site Witness or Timestamp Camera to gather the information.
